Chief Specialist – Statistics & Data Analysis

Job Summary:
The Chief Specialist – Statistics & Data Analysis supports the Enterprise Command and Control Department by using transportation models and data analytics to improve the efficiency of Dubai’s transport network. This role requires strong expertise in transportation planning, traffic engineering, and predictive modeling to support decision-making and optimize transport systems.

Key Responsibilities:

  • Analyze transport data to support network planning and regularly update models to reflect changes in roads, public transport, urban planning, and population forecasts.
  • Use simulation tools and transport models to assess the effects of new infrastructure, strategies, or events, including both planned and unplanned scenarios.
  • Develop and refine policies, procedures, and technical documents in coordination with stakeholders, ensuring they align with RTA’s systems and strategic direction.
  • Forecast demand across different transport modes and evaluate network capacity to improve service planning and infrastructure decisions. Set KPIs and performance metrics for transport initiatives.
  • Create monitoring systems and reports that track outcomes and suggest improvements.
  • Prepare in-depth engineering reports using traffic data, including population density, congestion, origin-destination studies, and transit usage.
  • Contribute to studies for future transport modes like aerial taxis and e-scooters.
  • Lead internal knowledge sharing by delivering workshops and training new staff in transportation planning and modeling.
  • Conduct benchmarking and pilot studies to identify global best practices.
  • Use insights to enhance RTA’s position as a leader in smart mobility.
  • Manage ECCD projects by planning, budgeting, and ensuring timely delivery within defined scopes.
  • Oversee real-time transportation model operations.
  • Ensure systems remain accurate and efficient, and analyze outputs to recommend fast solutions when issues arise.
  • Develop intermodal models that include various transport systems to improve connectivity and provide real-time analysis.

Qualifications:

Education:
Master’s degree in Transportation Planning or Traffic Engineering from a recognized university.

Experience:
Minimum 9 years in transportation planning and traffic engineering.

Skills:
Strong understanding of traffic operations and transportation planning. Skilled in statistical methods and policy development. Proficient in transportation modeling software like VISUM, VISSIM, EMME/2, Synchro, Sidra, MS Access, and Excel. Expert in four-step transportation modeling and travel demand forecasting. Excellent in planning, organizing, and delivering accurate technical reports. Effective communicator with strong project management and stakeholder engagement skills.
